Overview: EADS North America Defense Security
and Systems Solutions, Inc. (DS3) provided Certification
and Accreditation (C&A)
services to HQ Air Force Services Agency (AFSVA). DS3 worked
with multiple program offices to provide technical security
services in support of Department of Defense Information Technology
Security Certification and Accreditation Process (DITSCAP);
System Security Authorization Agreements (SSAAs); Command,
Control, Communications, Computer, and Intelligence Support
Plans (C4ISP); and Defense Information Systems Agency (DISA)
Secret Internet Protocol Router Network (SIPRNET) Connection
Approval Process (CAP) requirements.
DS3 identified potential shortfalls and countermeasures
to overcome deficiencies in an effort to prevent negative mission
impact and help program managers properly manage risks to information
security, infrastructure incompatibility, infrastructure requirements,
sustainability, schedule, and/or funding. DS3 provided C&A
services and training in support of DITSCAP.
The critical DITSCAP tasks performed by DS3
ultimately led to certification and accreditation of numerous
AFSVA applications and enclaves. Our efforts also resulted
in the successful issuance of Air Force Certificate of Networthiness
(CoN).
DS3’s quality control program included
processes to ensure delivery of quality products and services.
Throughout the technical support process, DS3 employed the
Total Quality Management philosophy and ensured a customer-focused
approach to quality products. Engineering and technical expertise
were provided for the development of Security Test and Evaluation
(ST&E) Plans, countermeasure implementation, vulnerability
assessments, issue resolution, patches, and application system
testing. The test procedures for security acceptance testing
were completed with minimal interruptions, avoiding sustained
system downtime.
DS3’s interactive management approach
stressed building a partnership between the contractor team
and the Government. The Contract Management approach enabled
a one-on-one partnership with and successful resolution of
the challenges facing the Air Force Services Agency (AFSVA)
mission. Lessons learned from similar projects were applied
to increase the effectiveness of our management procedures
and helped us focus on responsiveness.
