Overview: This contract involved
the development and implementation of network security solutions.
During the course of this contract, EADS NA Defense Security
and Systems Solutions, Inc.’s
participation in the assessment and development of Air Force
information assurance policies and procedures contributed to
the enhanced security of Air Force networks worldwide and the
mitigation of risk.
The Scope Network Support contract constitutes
the Air Force's singular program, which provided the most advanced
network/system optimization services in Network Operations
(NetOps), Information Protection (IP), and Information Assurance
(IA). EADS NA Defense Security and Systems Solutions, Inc.
staffed several Air Force Scope Network engineering teams that
earned a reputation as the most knowledgeable and qualified
professionals to optimize multiple network services.
EADS NA Defense Security and Systems Solutions,
Inc. logged thousands of man-hours, optimizing and securing
AF base networks and responding to live, real-world incldents.
AFCA Scope Network Team Chiefs requested specific EADS NA Defense
Security and Systems Solutions, Inc. engineers to find and
fix network security problems and vulnerabilities that crippled
base boundary protection services. The singularly distinctive
accomplishments of the EADS NA Defense Security and Systems
Solutions, Inc. Scope Network teams resulted in significantly
more secure base level networks and systems, higher qualified
and more proficient Network Control Center (NCC) and Network
and Operations Security Center (NOSC) personnel, and improvements
in NetOps, IP and IA, making the networks, personnel, and operations
more reliable and more effective in meeting mission objectives.
EADS NA Defense Security and Systems Solutions,
Inc. performed this effort across the enterprise. We were the
first contractor to support the USAF Communications Agency
Scope Network team globally, performing services at 130 USAF
bases worldwide. A primary focus of these services was to ensure
worldwide interoperability of software tools. As a result of
our team’s methodology, a global perspective was developed
for installing, configuring/optimizing, and operating boundary
protection infrastructure devices.
Our years of experience in the information
security environment enabled us to provide support to the Information
Protection Division, AFCA critical infrastructure processes.
EADS NA Defense Security and Systems Solutions, Inc. employed
analysis and techniques to optimize networks, systems, and
boundary protection devices at over 130 Air Force active, reserve,
and Air National Guard installations worldwide.
EADS NA Defense Security and Systems Solutions,
Inc. provided extensive technical assistance to the Air Force
in support of the CITS implementation. EADS NA Defense Security
and Systems Solutions, Inc. isolated and identified system
security risks and proposed layered Air Force Enterprise boundary
protection and demilitarized zone concepts for continued protection
of Air Force networks. EADS NA Defense Security and Systems
Solutions, Inc.’s approach ensured operational security
breaches were identified and operational capability restored
with full security compliance. Air Force missions, concepts
of operation, and architectures were assessed and guidance
was proposed to ensure the integration of information systems
behind AF enterprise boundary protection schemes and architectures.
We provided continuous feedback on the status of assessments
and their impact on planning for future AF network architectures.
This resulted in the Air Force adopting a next-generation architecture
supporting Network Operations and Security Center (NOSC). This
consolidated regionalized network management enabled the Air
Force to achieve a more robust security posture without increasing
implementation costs.
EADS NA Defense Security and Systems Solutions,
Inc. also trained base-level Network Control Center (NCC) and
Major Command Network and Operations Security Center (NOSC)
personnel.
EADS NA Defense Security and Systems Solutions,
Inc. provided quick and effective network systems feedback.
As a result, EADS NA Defense Security and Systems Solutions,
Inc. efficiently conducted hundreds of Security Policy Compliance
Assessments (SPCA) resolving high-risk security findings on
mission-critical combat operations, combat support, and administrative
mission systems. These assessments allowed the Air Force to
eliminate several unrestricted Category I and II system security
vulnerabilities, and identified and resolved numerous Category
III and IV system security vulnerabilities. All SPCAs conducted
by EADS NA Defense Security and Systems Solutions, Inc. resulted
in the award of Certificates of Networthiness with conditions
in two or less resolution cycles. This effort resulted in EADS
NA Defense Security and Systems Solutions, Inc. being the only
contractor experienced in conducting SPCAs.
EADS NA Defense Security and Systems Solutions,
Inc. assessed and delivered evolutionary AF network configurations
to support next-generation defense-in-depth concepts while
maintaining the most comprehensive IA at Air Force, MAJOM,
base, and unit levels. The IA architecture sub-council embraced
concepts for system security integration as being forward leaning,
with proactive security measures to protect legacy systems
and modern mission systems and networks. Updates of the Air
Force IA architecture were developed to ensure new requirements,
and products were evaluated and included to meet operational
requirements. EADS NA Defense Security and Systems Solutions,
Inc. provided IP and IA recommendations, proposed infrastructure
architecture improvements, developed technical and procedure-based
mitigation strategies, and recommended AF security policy updates
to AFCA/IT engineering staff.
We also developed and recommended IA program
guidance. Several Air Force directives were developed and/or
updated. EADS NA Defense Security and Systems Solutions, Inc.
provided engineering solutions for Biometric, PKI, and SABI
issues, and configurations for security tools, products, services,
and IA capabilities for use on AF networks.
The Team worked with the National Institute
of Standards and Technology (NIST) to develop complete security
systems engineering solutions and design standards for IA Professionals
and with the Defense Information Systems Agency (DISA) to develop
DODD 8510.1-M, Defense Information Technology Security Certification
and Accreditation Process (DITSCAP) Application Manual.
EADS NA Defense Security and Systems Solutions,
Inc.’s role in the development of the Air Force’s
Certificate of Networthiness (CoN) and Certificate to Operate
(CTO) processes was recognized as a “best new innovative
process!” The AFCA Information Systems Support Plan Process
Team, of which we were a key member, was nominated for the
Federal Executive Board of St. Louis Outstanding Team Performance
Award in May 2001.
EADS NA Defense Security and Systems Solutions,
Inc. was recognized by the USAF Communications Agency as a
key member in the overall process of establishing a globally
integrated network solution.
