Stephanie Harwell, Director of Net-Centric Operations
Ms. Harwell is the Director of Net-Centric Solutions in our Global Operations division. Her responsibilities are multi-faceted : provide operational and project oversight for a team of network engineers and developers charged with designing and building a line of network and training simulators; pursue, execute, and administer contracts for network design, engineering and architecture services, web portal development and maintenance services, and reseller/integration services
A retired Air Force Chief Master Sergeant, Ms. Harwell has over 26 years experience in military command, control, communications, computer, and information technology capabilities with emphasis in Information Assurance focusing on compliance, network defense tactics, techniques and procedures and the securing of emerging/disruptive technologies such as IPv6.
Prior to military retirement, Ms. Harwell was the program manager for the Air Force’s “Operationalize and Professionalize the Network” program. She created a strategic road map paving the way to AF operations and training standardization developing core operating instructions and procedures for use across the AF’s enterprise network. Ms. Harwell analyzed AF 3-teired management process, and is the “co-creator” of the notification process for time compliance network orders and the network task orders used today. Additionally, she authored policy for standup of the Air Force Network Operations and Security Center and developed, in hand with AF Information Warfare Center, Information Warfare Tactics, Techniques, and Procedures. Ms. Harwell also analyzed DoD/AF network and system designs, architectures, and operational policies for security compliance. She was responsible for ensuring information assurance/protection capabilities met integrity, availability, confidentiality, and non-repudiation security standards, and designed secure solutions to bring systems into security compliance. She determined requirements for and coordinated assessment of DoD, Air Force, and Joint systems for their ability to meet established DoD and Air Force security requirements, and industry standards for the Air Force’s Certificate of Networthiness process.
Prior to joining DS3 in 2007, Ms. Harwell was an Associate with Booz, Allen, Hamilton where she co-developed the security architecture and requirements for the Air Force Technical Implementation Strategy for IPv6 including a risk-mitigation strategy for migrating networks to the next generation Internet Protocol.
Ms. Harwell holds a Bachelor of Science degree in Information Systems from Grantham College of Engineering and two Associate of Applied Science degrees from the Community College of the Air Force. Ms. Harwell was named National Security Agency’s 1999 Frank B. Rowlett Trophy winner for excellence in Information Systems Security, awarded to the top information systems security professional in the federal government. Post Air Force retirement, in recognition of her outstanding contributions in pioneering Information Operations exercises and training, the United States Strategic Command established the “STEPHANIE D. HARWELL TROPHY”. The trophy is awarded to the military unit making the most significant contributions to the improvement of joint forces, command and control, tactics and capabilities, for cyberspace operations, readiness, and information assurance for war fighting.
